There are a number of relevant requirements set out by the government that apply to organisations such as model engineering clubs. Owing to the diversity of club structure and activity, it is difficult to provide anything other than general guidance, and, in any case, each club should take their own counsel in deciding their response to health and safety requirements (and indeed any other requirements).
